Title: 5. NEW SED BUILDING AT TERRY PARKER HIGH SCHOOL NO. 86: CONTRACT AMENDMENT TO THE DESIGN PROFESSIONAL AGREEMENT

Requested Action:
RECOMMEND APPROVAL OF AN AMENDMENT TO THE ARCHITECT-ENGINEER AGREEMENT WITH THE FIRM OF Bhide and Hall Architects, Inc., INCREASING THE PROFESSIONAL SERVICES FEE IN THE AMOUNT OF $90,310, TO A REVISED CONTRACT AMOUNT OF $234,671, AND A BUDGET AMENDMENT RESOLUTION.
RECOMMEND THAT THE DUVAL COUNTY SCHOOL BOARD AUTHORIZE THE CHAIRMAN AND THE SUPERINTENDENT OF SCHOOLS TO EXECUTE THE AMENDED CONTRACT AGREEMENT WITH BHIDE AND HALL ARCHITECTS, INC., WHEN FORM APPROVED BY THE OFFICE OF GENERAL COUNSEL.
Summary Explanation and Background:
This scope of this project is to relocate the SED (six classrooms) building requiring the demolition of the existing shop building, construction of two new industrial labs, canopies and site improvements which were not part of the basic service fee or original scope.
This contract amendment reflects the increased contract amount, increased scope of work to include relocation of the SED building, new drafting and small engine lab which will require the demolition of Building No. 9, as well as the change of construction delivery method from invitation for bid to construction management with a guaranteed maximum price as approved by the Board on January 6, 2004.

Financial Impact:
The project is beginning the design phase with design completion scheduled for March 2004 and an estimated construction start date of June 2004 with 12 months construction and a substantial completion date of June 2005.
The professional service fee is within budgeted funds.
The planned funding source for this project is millage.
