6.  REPLACEMENT: ADDITIONS, REMODELING, RENOVATIONS AT MERRILL ROAD ELEMENTARY SCHOOL NO. 228:  CONTRACT AWARD FOR CONSTRUCTION MANAGEMENT AT RISK FIRM AND A GUARANTEED MAXIMUM PRICE

Requested Action:

RECOMMEND APPROVAL OF AN AGREEMENT WITH THE FIRM OF ALLSTATE CONSTRUCTION, INC., TO PROVIDE CONSTRUCTION MANAGEMENT AT RISK SERVICES FOR CONSTRUCTION OF Additions, Remodeling, Renovations at Merrill Road Elementary School No. 228, AT A FIXED PROFESSIONAL FEE OF $598,204, CONSTRUCTION COSTS NOT TO EXCEED $6,180,000, FOR A TOTAL PROJECT BUDGET NOT TO EXCEED $8,215,000, AND A BUDGET AMENDMENT RESOLUTION.

RECOMMEND THAT THE DUVAL COUNTY SCHOOL BOARD AUTHORIZE THE CHAIRMAN AND THE SUPERINTENDENT OF SCHOOLS TO EXECUTE THE STANDARD FORM OF AGREEMENT AND A GUARANTEED MAXIMUM PRICE FOR CONSTRUCTION WHEN FORM APPROVED BY THE OFFICE OF GENERAL COUNSEL.

Summary Explanation and Background:

This project will provide 24 classrooms with associated spaces, new media center, remodeling of existing media center, expand cafeteria and kitchen, existing classroom renovations and site improvements. 

 

The Professional Services Committee of the Duval County School Board met on August 28, 2003, and recommended the selection of the firm of Allstate Construction, Inc.

 

The Guaranteed Maximum Price will be reviewed by the Office of Minority Business Affairs for compliance with Duval County School Board Minority Business Enterprise requirements.

Financial Impact:

The project is beginning the design phase with design completion scheduled for May 2004 and an estimated construction start date of June 2004 with 15 months construction and a substantial completion date of August 2005.

 

This agreement is based on budgeted construction costs of $6,180,000.  The fixed fee includes pre-construction, construction phase fee, as well as overhead and profit.

This fee is within budgeted funds.

 

The planned funding source for this project is millage and remarketing of bonds.
