Title: Florida Inclusion Network (FIN) grant from the Florida DOE

Requested Action:

1. APPROVE THE SUBMISSION OF THE Florida Inclusion Network (FIN) Grant PROPOSAL for Duval COUNTY IN AN AMOUNT NOT TO EXCEED $198,000.

2. UPON NOTIFICATION OF AWARD, APPROVE ACCEPTANCE OF THESE GRANT FUNDS AND THEIR BUDGETING IN THE APPROPRIATE PART IV, SPECIAL REVENUE BUDGET RESOLUTION; AND APPROVE ANY AMENDMENTS REQUIRED TO FULLY IMPLEMENT THIS GRANT.

Summary Explanation and Background:

The Florida Inclusion Network (FIN) grant from the Florida DOE provides funding for a District FIN Facilitator and Clerk II for Duval County Schools. At this time, Duval County is served by FIN, Region II, CROWN, along with 19 other districts in northeast Florida. Duval County Public School System is unique among the other districts in this region because of its size; this grant would allow Duval County to have its own FIN Facilitator.  The FIN Facilitator provides:

  • research-based, effective instructional practices for teachers to implement with all students;
  • information on access to and participation in general education curricula for students with disabilities;
  • expanded models of support that emphasize general education settings as the first environment considered for students with disabilities; and 
  • implementation of activities that support the needs of families of students with disabilities.
The FIN Facilitator also represents the district in FIN activities at the state and regional level. The grant is $198,000 for Duval County FIN activities and training for the remainder of the 2002-2003 school year. This grant is renewed on an annual basis. The grant is available for review in the District ESE Department.
