Title: 2. SCHULTZ CENTER FOR TEACHING AND LEADERSHIP OPERATING AGREEMENT FOR 2005-2006
Requested Action:
· THAT THE DUVAL COUNTY SCHOOL BOARD APPROVE THE 2005-06 OPERATING AGREEMENT BETWEEN THE SCHULTZ CENTER FOR TEACHING AND LEADERSHIP, INC., AND THE DUVAL COUNTY SCHOOL BOARD, AND AUTHORIZE THE CHAIRMAN AND SUPERINTENDENT TO AFFIX THEIR SIGNATURES TO THE AGREEMENT, SUBJECT TO APPROVAL AS TO FORM.
· THAT THE DUVAL COUNTY SCHOOL BOARD APPROVE THE FIRST AMENDMENT TO AGREEMENT OF LEASE BETWEEN THE SCHULTZ CENTER FOR TEACHING AND LEADERSHIP, INC., AND THE DUVAL COUNTY SCHOOL BOARD, AND AUTHORIZE THE CHAIRMAN AND SUPERINTENDENT TO AFFIX THEIR SIGNATURES TO THE AGREEMENT, SUBJECT TO APPROVAL AS TO FORM.
Summary Explanation and Background:
Since its inception, the Schultz Center for Teaching and Leadership mission has been to support the district’s effort to improve student achievement through providing consistent, high-quality professional development for all educators. It provides a system of staff development that is data driven and research-based. The Schultz Center has partnered with Duval County School Board in the district-wide effort of implementing a Standards-based Education for all students in Duval County. The Standards Based Literacy Program has grown for the Traditional America’s Choice Model to a Duval Design that includes a Standards Coach in each school supported by District Standards Coaches who conduct monthly training for School Standards Coaches, Literacy training for classroom teachers and administrators and follow-up site visits, observations, and focus walks to coach and support learning communities at the school site.
Professional development at the Schultz Center is comprehensive. It includes: Literacy 101, 201, 301; Secondary Reading including Intensive Reading, FL Reading Competencies, Ramp Up Training, Literacy Tune Ups, NCEE Standards and State Standards; Differentiate instruction; FCAT Strategies; Instructional Technology; Online Courses and Distance Learning in ESOL and Test Prep for ESOL and Middle Grades Endorsement; Beginning Teacher Training, Broadcast and Satellite Leadership Development and various other Topics. The Schultz Center provides a “cutting edge” approach in delivery and support to schools and teachers.
The provisions of the Operating Agreement for the operation of the Schultz Center for Teaching and Leadership, Inc. were approved on April 17, 2001. The Agreement is presently for a term of ten (10) years, and it is subject to annual review and renewal by the Board. The Operating Agreement contains the modifications for the 2005-06 fiscal year, the annual budget for the Center, the services to be provided to the Board, the use of the leased facility by the Board, and reporting and accountability requirements for the Center. Additionally, modifications to the Operating Agreement for the 05-06 fiscal year include the First Amendment to Agreement of the Lease. This amendment is a request to change the term of the lease from one hundred twenty (120) months to three hundred sixty (360) months, two hundred forty (240) months, which also changes the expiration date of the term from January 31, 2011 to June 30, 2031 June 30, 2021.
