8.  ACQUISITION OF PROPERTY IN SOUTHEASTERN DUVAL COUNTY FOR CONSTRUCTION OF NEW HIGH SCHOOL “AAA” NO. 268

Requested Action:

RECOMMEND APPROVAL OF A PURCHASE AGREEMENT WITH ARTHUR CHESTER SKINNER, III, TRUSTEE, ET AL., IN AN AMOUNT NOT TO EXCEED $17,100,000, (INCLUSIVE OF CLOSING COSTS, LAND ACQUISITION AND SPECIFIED SITE IMPROVEMENTS) FOR THE  ACQUISITION OF APPROXIMATELY 62± ACRES LOCATED IN SOUTHEASTERN DUVAL COUNTY IN THE VICINITY OF KERNAN BOULEVARD AND J. TURNER BUTLER BOULEVARD, JACKSONVILLE, FLORIDA FOR CONSTRUCTION OF NEW HIGH SCHOOL “AAA” NO. 268. 

RECOMMEND THAT THE BOARD AUTHORIZE THE CHAIRMAN AND THE SUPERINTENDENT OF SCHOOLS TO EXECUTE A PURCHASE AGREEMENT AND ANY RELATED OR REQUIRED EASEMENTS, INTERLOCAL AGREEMENTS, CLOSING DOCUMENTS OR OTHER DOCUMENTS DEEMED NECESSARY FOR THE ACQUISITION OF THE PROPERTY WHEN FORM APPROVED BY THE OFFICE OF GENERAL COUNSEL.

Summary Explanation and Background:

Because of extensive residential development in the area, and based on the District Master Plan and discussions with the City, District staff recommend acquisition of a school site on the southeastern side of Jacksonville for construction of a new high school. The subject site contains 62± acres and is located in the vicinity of Kernan Boulevard and J. Turner Boulevard. 

Appraisal reports were prepared and reviewed.  The appraised value of this land is $19,220,000, and the proposed purchase price and other consideration in the form of contractual obligations related to the acquisition of this property are based on the appraisal reports.
