Requested Action:
THAT THE DUVAL COUNTY SCHOOL BOARD CONDUCT A PUBLIC HEARING AND VOTE TO ADOPT POLICY JE: TITLED: STUDENT ATTENDANCE, SUBTITLED: ELEMENTARY TARDINESS AND EARLY CHECK OUT
Summary Explanation and Background:
During the 2006 Legislative session, Senate Bill 772 was passed which in part amended Florida Statute 1003.02(b)(1) to read as follows: "District School Boards are authorized to establish policies that allow accumulated unexcused tardies, regardless of when they occur during the school day, and early departures to be recorded as unexcused absences. District school boards are also authorized to establish policies that require referral to a school's child study team for students who have fewer absences than the number required by s.1003.26(1)(b)."
As a result of this legislation, and in response to elementary principals who have expressed concern over the disruption and lost instruction time experienced by students who are habitually tardy or who are habitually checked out early, a committee of principals, district staff and others met to develop the attached policy to provide elementary principals with a process and protocol to address these issues.
The policy was properly noticed under Florida Statute Chapter 120.
