Title: 3. 2007-08 PROPOSAL FOR CARL D. PERKINS CONTINUATION FUNDING WITH THE DEPARTMENT OF EDUCATION, DIVISION OF WORKFORCE DEVELOPMENT.
Requested Action:
1. THAT THE DUVAL COUNTY SCHOOL BOARD APPROVE SUBMISSION OF A DEPARTMENT OF EDUCATION DIVISION OF WORKFORCE DEVELOPMENT PROPOSAL FOR CONTINUATION FUNDING UNDER THE CARL D. PERKINS VOCATIONAL AND TECHNICAL EDUCATION ACT OF 1998, PUBLIC LAW 105.332, IN THE AMOUNT OF $1,534,171.
2. THAT THE DUVAL COUNTY SCHOOL BOARD AUTHORIZE THE ACCEPTANCE OF THESE FUNDS AND AUTHORIZE THEIR BUDGETING IN THE APPROPRIATE PART IV, SPECIAL REVENUE BUDGET RESOLUTION; AND APPROVE ANY AMENDMENTS REQUIRED TO FULLY IMPLEMENT THIS GRANT.
Summary Explanation and Background:
Carl D. Perkins Vocational and Technical Act of 1998 funds are allocated by formula to school districts based on the following funding formula:
- The total number of 15-19 year old individuals enrolled in the district accounts for 30% of the formula.
- The total number of 15-19 youth in the district from families with incomes below the poverty line accounts for 70% of the formula.
These career and technical education funds are to be used to more fully develop career, technical, and academic skills for secondary students who elect to enroll in career and technical job preparatory programs and to provide a seamless transition to post-secondary training or education. Funds will be utilized to provide services to the total student population at two schools (Frank H. Peterson and A. Philip Randolph Academies of Technology) and all students in the Performance-Based Diploma program at Marine Science Center. Funds will also be allocated for all career academies including those that are in their year of planning and implementation. The grant provides personnel, travel, contracted services for professional development, equipment, materials, and supplies for job preparatory related activities and integration of the academic and career and technical curricula. Evaluation information for this program will be available for review in the Board Office.
A total of 9,491 Occupational Completion Points were earned by students in 2005-2006 (Department of Education annual report). These indicate skill sets students have acquired. The total number of students enrolled in these job prep programs is approximately 12,788 (2005-2006 data).
The grant contract is valid from the period of July 1, 2007, through June 30, 2008. In this continuation year, funding may be reduced or increased based on changes in the district student population and performance measures. Funds are expected in July.

This grant funds four career and technical education instructional positions, one academic instructional position, one clerical position, two job coaches, two Performance-based Diploma program resource teachers, and one-part time teacher. If the grant is not approved, these positions will need to be absorbed by the district or eliminated.
