Title: 9.  2007 PRIORITIZED LIST OF SAFETY WALKS(SIDEWALKS)     

Requested Action:

THAT THE DUVAL COUNTY SCHOOL BOARD APPROVE SUBMISSION OF THE 2007 PRIORITIZED LIST OF STREETS OR HIGHWAYS, WHICH NEED SAFETY WALKS INSTALLED DUE TO CONDITIONS THAT ENDANGER THE LIFE AND SAFETY OF STUDENTS, TO THE CITY OF JACKSONVILLE, CITY OF JACKSONVILLE BEACH AND THE FLORIDA DEPARTMENT OF TRANSPORTATION, AS A FOLLOW-UP TO THE REQUIREMENTS OF FLORIDA STATUTE 1006.23

Summary Explanation and Background:

The list is determined by requesting all Principals to report any walking hazards in their attendance area.  An on-site survey is then made by the Safety Office to determine priority based on: a) Degree of hazard involved, b) Number of times requested by school.  New requests without extenuating circumstances are placed at the end of the list, c) Vehicular traffic in area, d) Number of students involved.

 

Florida Statute 1006.23 requires a School Board to bring an existing hazard that threatens the health and safety of pupils who walk regularly between their home and school to the attention of the governmental entity within the jurisdiction of which the hazard is located.  The governmental entity having jurisdiction must investigate the hazardous condition and either correct it or provide such precautions as are practicable to safeguard pupils until the hazard can be permanently corrected.  If the governmental entity determines, through its investigations, that it is impractical to correct the hazard or that no hazard exists, they must so inform the School Board.

 

The list of priorities is subject to change from year to year due to development, changes, traffic conditions, drainage needs, inadequate or unavailable right-of-way and other unforeseen obstacles to construction.  Also, ease of construction has an influence on the construction process as established by the City.
