Title:

1.  AGREEMENT WITH THE CITY OF JACKSONVILLE-DRIVER SAFETY TRUST FUND GRANT AWARD

Requested Action:

1.  THAT THE DUVAL COUNTY SCHOOL BOARD APPROVE AN AGREEMENT WITH THE CITY OF JACKSONVILLE TO RECEIVE FUNDING FOR DRIVER EDUCATION THROUGH THE DRIVER SAFETY TRUST FUND PROGRAM FOR THE 2007-2008 SCHOOL YEAR IN AN AMOUNT NOT TO EXCEED $550,000.

2.  THAT THE DUVAL COUNTY SCHOOL BOARD AUTHORIZE THE BOARD CHAIRPERSON AND THE SUPERINTENDENT TO AFFIX THEIR SIGNATURES TO THE AGREEMENT UPON APPROVAL AS TO FORM. 

3.  THAT THE DUVAL COUNTY SCHOOL BOARD, UPON NOTIFICATION OF AWARD, AUTHORIZE THE ACCEPTANCE OF THE DRIVER SAFETY TRUST FUNDS AND THEIR BUDGETING IN THE APPROPRIATE PART IV, SPECIAL REVENUE BUDGET RESOLUTION AND APPROVE ANY AMENDMENTS REQUIRED TO IMPLEMENT THIS PROPOSAL IN FULL.

Summary Explanation and Background:

In 2002, the Florida Legislature passed the "Dori Slosberg Driver Education Safety Act" to help provide funding for Driver Education programs.  The legislation provides resources by allowing the County Commission (City Council) to add a $5.00 surcharge to each traffic violation.  In January 2003, City Ordinance 2002-1165 established the Driver Safety Trust Fund.  The process outlined in the ordinance established procedures for the local school district and others to apply for these funds.  In September 2007, the school district submitted an application to the City of Jacksonville (Human Services Council) and was notified that the district would receive the entirety of available funding for fiscal year 2007-2008.  Quarterly payments of approximately $137,500 will be received by the school district beginning as soon as the agreement is signed.

Funding received by the school district will be used as follows:

  • Five new Driver Education cars
  • Gasoline and repairs for all Driver Education cars
  • Salaries and benefits for part-time Driver Education instructors and two full-time resource teachers
  • Teaching aids and supplies
  • Transfer of Driver Education portable from Robert E. Lee High to Forrest High

As established in the original legislation, this funding cannot be used to supplant any administrative costs. 

Upon receipt from the City of Jacksonville, the agreement will be available in the School Board office.

Financial Impact (Including HR/headcount/Source of Funds):

Addition of approximately $550,000 in grant funding for the 2007-2008 school year.  This funding pays for two full-time district Driver Education resource teachers.  The $550,000 in funding for 2007-2008 represents an increase of $50,000 from the amount of $500,000 allocated in 2006-2007.  The increase in funding is based on an increase in the amount of funding derived from each traffic citation written in the state of Florida.  In 2006-2007, $3 from each citation was dedicated to this fund; in 2007-2008, $5 from each citation will be dedicated to this fund.  If this funding is eliminated by the state of Florida, the two district Driver Education resource teacher positions would be eliminated.
