Title: 8.  REAL ESTATE PURCHASE AND SALE AGREEMENT TO THE CITY OF JACKSONVILLE FOR THE HAMMOND BOULEVARD ROAD WIDENING PROJECT AT CRYSTAL SPRINGS ELEMENTARY SCHOOL NO. 226

Requested Action:

THAT THE DUVAL COUNTY SCHOOL BOARD APPROVE A REAL ESTATE PURCHASE AND SALE AGREEMENT WITH THE CITY OF JACKSONVILLE FOR THE HAMMOND BOULEVARD WIDENING PROJECT AT CRYSTAL SPRINGS ELEMENTARY SCHOOL NO. 226.

 

THAT THE DUVAL COUNTY SCHOOL BOARD AUTHORIZE ITS CHAIRMAN AND THE SUPERINTENDENT OF SCHOOLS TO EXECUTE THIS AND ALL ASSOCIATED DOCUMENTS WHEN FORM APPROVED BY THE OFFICE OF GENERAL COUNSEL.

Summary Explanation and Background:

The City of Jacksonville will be moving forward with the Hammond Boulevard improvement project, which will have an impact on Crystal Springs Elementary School No. 226.  Attachments to and included in the Purchase and Sale Agreement include

 

A.      A drainage easement granting the City of Jacksonville the right to improve, drain into, and assume responsibility of maintaining the existing pond located at the south end of the campus.

 

B.      A strip taking of fee ownership at the north end of the campus to improve the intersection of Crystal Springs Road and Hammond Boulevard.

 

C.      A temporary construction easement to allow for reconfiguration of the parking lot located on the east side of the campus along Hammond Boulevard and for parking improvements located along the west side of the campus.  This will also allow for the tying and harmonizing the vehicular entryways along Hammond Boulevard to the newly constructed roadway.

 

The road improvement project will eliminate parking along Hammond Boulevard.  In lieu of compensation, the City has agreed to perform the parking lot reconfiguration and additional parking improvements to the campus.  Additionally, the City will be modifying and improving the drainage pond and assuming responsibility for future maintenance of the facility.

 

These modifications to be performed by the City would exceed any monetary compensation received from the easements and the fee taking from the site.

 

The Purchase and Sale Agreement documents the terms of the agreement between the City and the Duval County School Board concerning the easements, the fee taking and the modifications to the parking facilities.

 

The principal at Crystal Springs Elementary School No. 226 has been made aware of this project and the impact to the school and the school site.

Financial Impact (Including HR/headcount/Source of Funds):
There will be no monetary compensation to the District; however, the value of the modifications to be performed by the City exceeds the monetary compensation that could have been received for granting the easements and the fee taking from the site.
