Requested Action:
THAT THE DUVAL COUNTY SCHOOL BOARD APPROVE A RESOLUTION OPPOSING THE PROPERTY TAX REFORM AMENDMENT (AMENDMENT 1)
Summary Explanation and Background:
On January 29, 2008, Floridians will be asked to vote on a tax reform amendment to the State Constitution that will severely impact Duval County Public Schools.
The five-year impact to school districts is estimated to be $2.75 billion statewide. The Duval County Public School district is projected to lose $74 million over five years based on the state's calculation.
Equivalent comparisons for the District's Operating and Capital budgets include:
OPERATING:
2009 - $4.5 million equivalent to $36 per student for supplies
2013 - $16.9 million equivalent to DCPS textbooks allocation and Safe Schools ($4.3 million)
2009-2013 = $53.5 million (cumulative effect over 5 years) equivalent to DCPS textbooks allocation $12.4 million), Teacher Lead ($250 per teacher or $2.2 million), Reading Enrichment Program ($5 million), Supplemental Academic Instruction ($33.9 million)
CAPITAL:
2009 - $1.7 million equivalent to construction of 7 classrooms
2013 - $6.5 million equivalent to construction of 26 classrooms
2009-2013 = $20.5 million (cumulative effect over 5 years) equivalent to construction of 82 classrooms
