Title: APPROVAL OF OUT-OF-FIELD TEACHERS

Requested Action:
THAT THE DUVAL COUNTY SCHOOL BOARD APPROVE TEACHERS TO TEACH OUT-OF-FIELD FOR THE 2002-2003 SCHOOL YEAR.

Summary Explanation and Background:

Rule 6A-1.0503 Definition of Qualified Instructional Personnel, State Board of Education defines the conditions under which a teacher may teach out-of-field.  During the regular school session the county will not receive weighted funding for courses taught by an out-of-field instructor unless the following criteria are met:

     a) the teacher must be Board listed in the appropriate subject and

     b) the teacher must take six hours of course work toward certification, or not be reappointed to that position the following year.

Duval County currently has 1146 teachers who are teaching out-of-field for the 2002-2003 schoolyear.

This list of out-of-field teachers is lengthy for the following reasons:

     a)  ESOL: The increasing number of identified ESOL students is placing 528 teachers out-of-field.  One ESOL student enrolled at the secondary level can place six or seven teachers out-of-field.  Inservice requirements for teachers of ESOL students are dictated by the course(s) taught.  Elementary teachers and language arts instructors must complete 300 inservice hours.  Mathematics, science and social studies teachers must complete 60 inservice hours.  Elective teachers must complete 18 inservice hours to regain infield status.  Until the teachers meet the ESOL inservice requirement, they are considered to be out-of-field although they have the appropriate subject certification.  Language Arts instructors and elementary education teachers have six years to complete 300 hours of inservice or course work.

     b)  EXCEPTIONAL EDUCATION: There is a nationwide shortage of certified exceptional education teachers.  Currently there are 345 teachers in Duval County instructing exceptional education students without the appropriate certification.
