ATTENDANCE AT THIS ORGANIZATIONAL MEETING OF THE DUVAL COUNTY SCHOOL BOARD with Mr. John C. Fryer, Jr., Superintendent of Schools, Ms. LaShanda Dawkins, Office of General Counsel and all seven Board members present.

Minutes: Ms. Eleana Gill spoke about the FCAT test...it's too much. Grade promotions and retentions are being linked to this test. The FCAT causes undue pressure to both students and faculties. Why can't this test be used as an assessment? Everyone is not a test-taker; the whole year should be counted and not just the FCAT. Please help our students, teachers and administrators...the FCAT is leaving our children behind.

Mr. Ed Griggs, a grandfather, also spoke about the FCAT being an unfair test. He plans to go to Tallahassee and speak against the FCAT. Mr. Griggs has a grandchild with a 3.8 grade point average and she is pressured to believe that she could fail a grade if she doesn't pass the test. Some things should be left as "old school". You would feel differently if your job was based on a test. How many people would still have their jobs?
Ms. Rachel Moyer spoke, again, about losing her 15 year old son four years ago at a basketball game and the importance of every school having an automated external defibilator. Ms. Moyer pleaded with the Board to find a way to budget to purchase them. Students health is equally important as their education. Figure out a way to work with you community to purchase them.
Ms. Gaynelle James also spoke about automated external defibilators. Our desire is to have them in every school.

Minutes: Ms. Vicki Drake nominated Ms. Nancy Broner for Chairman for 2004-2005. There were no other nominations.
Ms. Nancy Broner was unanimously elected as Chairman of the Board for 2004-2005.
- ELECTION OF VICE-CHAIRMAN
Minutes: Ms. Kris Barnes nominated Ms. Brenda Priestly Jackson for Vice Chairman of the Board for 2004-2005. There were no other nominations.
Ms. Brenda Priestly Jackson was unanimously elected Vice Chairman of the Board for 2004-2005.

Minutes: The recommendation was to maintain the time, place and date of the regularly scheduled monthly meetings with the understanding that the time of the monthly workshop could change each month, based on Board member schedules.

For the Record
- FOR THE RECORD
Minutes: Ms. Barnes said she received an email recently asking what the purpose of "For the Record" was at the meetings. I thought it was from Andy Johnson and I responded that it was so that we can talk about anything informally. Also, I asked him what he thought about the website. When he responded, he signed off his name and it was Andy Griffith, former president of Florida School Boards Association. We need to read our emails including who they are from...
Ms. Burney visited Paxon Middle School today for Celebrity Readers and it was absolutely wonderful. The most striking thing was that Paxon had a group of young people who greeted us warmly, very professional and stressed the importance of reading and tied it right back to the FCAT.
Ms. Priestly Jackson said that she, Ms. Drake, Ms. Beverly Strickland and Mr. Ed Pratt-Dannals had an opportunity to go to a conference in Chicago that was on High School Reform which was very enlightening. We ask everyone in the community to keep an open mind. One thing that was emphasized at the conference is that, unfortunately, when young people get into high school, no one claims them or owns them...so, we're trying to make certain that they are claimed and owned...it often determines what they will do with their lives and the choices they make. We're trying to address the needs of what is really our most challenged population which are our high school students.
Mr. Hazouri thanked everyone and to Cindy Rounds, I thank you for helping me in the transition and during the campaign. There's alot of work ahead of us and it's all about education...the magic is in the classroom.
Ms. Barrett spoke about last night the Bank of America sponsored a Neighborhood Excellence Program but one of the aspects was that we honored five student leaders and all five were from Duval County public high schools and they were all girls. Two from Stanton, one from Ribault, one from Lee and one from Fletcher. They each will receive from the bank an all paid internship with Cities in Schools (John Hayman)for next summer. This will give these students a tremendous working experience plus the bank will provide mentors for each of them.
Ms. Priestly Jackson wanted to tell Coach Johnson that it's still Girls - 6; Boys - 1.

Ms. Nancy Broner attended the dedication of J. Allen Axson Montessori School last Friday. It was a wonderful ceremony and Mrs. Peyton came and contributed to the celebration and we had a great time. The school is beautiful and the children are happy to be there.
