  1. COMMENTS FROM AUDIENCE
    Minutes: Mr. Henry Daniels, representing ICARE, spoke about two proposals. Mr. Daniels urged the Board to use Direct Instruction as the core reading program for challenged schools and use the Direct Instruction alternative for low scoring students.

    Mr. Monte Harlow, representing ICARE, stated that reading programs should retain integrity. Will the Reading First curriculum have a common curriculum? Is the proposal in its entirety?

    Mr. Sam Souers spoke about reading program concerns. Mr. Souers requested that the Board review the Reading First application and to delay a decision at this time. Please develop a plan modeled in Clay County.

    Mr. Kenneth Adkins, CEO, Adkins Agency (public relations firm), discussed a program developed to help the students attending the 26 challenged schools that surrounds the Springfield area. Greater New Jeruselum Baptist Church and Project Reach have launched a program entitled "PASS" - Parents and Students Succeeding. It is a six week program beginning Saturday, January 18 and ending March 1, 2003. Students and parents, together, will work every week for tutoring...both the student and parent are being tutored on how to help children.

    Mr. Kevin Gay, Executive Director, Operation New Hope, a community development corporation in the historic Springfield community. Recently, we had a "Salute to Teachers" event whereby we invited our teachers to the historic area of Springfield with the idea of owning a house in this area. There is a major need to have teachers planted in the urban core area. We put together a very substantial package for teachers...up to $50,000 that can go to down payment, closing costs and principal deduction in housing.

    Ms. Paula Chaon, representing the Jacksonville Chamber, spoke about Career Academies. Frank Peterson, Raines and Randolph Academies were selected for a federal grant totaling in excess of $1.05 million dollars to implement small learning communities which is essentially our career academy model. That model focuses on bringing students together around career clusters and partners them with teachers. It also brings in business opportunities, mentoring, job shadowing and interships. During the holidays, we had 10 students from our academies who completed a two-week paid internship with our business partners from JEA and Jax Port - this is outstanding! These 10 students will continue during the spring break and then, hopefully, full employment next summer.

    Ms. Amy Lingren, principal at North Shore Elementary School, supports the Reading First grant. Please support the efforts the individual school principals and staff choose in selecting and focusing the instructional answers to some very hard instructional questions that are students-based. Please allow us to continue to make those decisions.

    Ms. Jackie Byrd, principal at Reynolds Lane Elementary School, a challenged school. Ms. Byrd stated that if Reynolds Lane is afforded the opportunity of the Reading First funds, we will need to purchase additional classroom level library, accelerated reader texts, additional SRA and DRA kits. We encourage you to help support each individual school as we have individual needs for the Reading First grant.

    Mr. Richard Allington, Irving and Rose Fine Distinguished Professor of Education at the University of Florida, researcher, working on the reading loss of poor children. It's teachers that teach...not programs, not packages. We have no scientific evidence that suggests a common core curriculum across the district that has any positive benefit. Teachers make the difference and Mr. Allington encourages the Board to continue investing in the development of teacher expertise in building the capacity of the instructional staff in the Duval County schools.

    Mr. James Young, principal, Rufus E. Payne Elementary School, stated that reading achievement at Rufus Payne is among the lowest in the district and has been declining. We need professional development for our teachers to be able to teach reading to our students. Reading First grant funds will be used for professional development.

    Ms. Andrea Akers, principal, George Washington Carver, supports Reading First grant and professional development for our teachers.

    Ms. Becky Rhoden, principal, Hyde Grove Elementary School, spoke about being a trained Reading Recovery Teacher. Ms. Rhoden invited the Board to visit her C- school and we're moving upward. We are an America's Choice school and we're very proud of that...when you visit, you'll see guided reading, reading mastery, many different programs open court...all kids are different. Ms. Rhoden said she was excited about the Reading First grant because she needs books and professional development.

    Ms. Kimberly Bloor, District's Elementary Reading Literacy Specialist, training 400 classroom teachers. Teachers are trained with literacy components; provide teachers with comprehensive reading instruction.

    Ms. Yvonne Ferguson, member of a team of District's Standards Literacy Coaches, specializing in Kindergarten through fifth grade Literacy Instructional Practices. Our training sessions are designed to extend to teachers a system of reading instruction that aligns standards instruction and assessments. This approach builds teacher capacity to become exemplary reading teachers regardless of the program adopted by their individual school. Whether a teacher participating in our session is from a Direct Instruction school or a standards base school that adopted the Scott, Foresman or Houghton-Mifflin reading series, we provide teachers with cutting edge instructional tools and strategies to implement a comprehensive reading system in their classrooms.


Comments from Parent Organizations

  1. COMMENTS FROM PARENT ORGANIZATIONS
    Minutes: Ms. Tracy Scott, president of Duval County Council of PTA's, annouced that PTA is having their end of the year workshop on January 30, 2003 in the Board room. We will have a morning session from 10:00 - 12:00; and an evening session from 6:30 - 8:30 p.m. which should accommodate everyone. We're also offering an FCAT workshop for families whereby parents can learn how to help their children. Ms. Scott commended the Greater Jeruselum and the Project Reach group for offering the PASS program for their parents. Parents are vital to the success of students and this is an outstanding effort to give these parents the tools they need to better help their children.

    Ms. Rachel Raneri, representing District Advisory Council, commented that the DAC did not meet in December but we will be meeting next Monday, January 13, 2003, 7:00 p.m. in the 6th floor conference room. We would like to invite any and all Board members to our meetings. We are currently working on School Advisory Concil training for spring and there are some new rules. Additionally, we're looking forward to working with those schools who are seeking assistance with their School Improvement Plans.

  1. COMMENTS FROM EMPLOYEE ORGANIZATIONS
    Minutes: Ms. Terrie Brady, president, Duval Teachers United, spoke about the First Reading booklet. We believe that standards are crucial and it is mandated by the Florida Legislature that standards are taught in every single school district throughout the state. We are assisting our teachers in gaining that level of knowledge when it comes to standards based curriculum. We obtained these booklets for all K-3 teachers, free of charge, over the internet and we've been offering training on standards based, writer's workshop and how to integrate phonics and the different comprehension skills in their current approach that they are using in their classrooms.

    Minutes: The School Board presented a plaque to Lynn Pappas for her service and support of education during her leadership with the Jacksonville Chamber of Commerce.

  2. BUSINESS PARTNERS PRESENTATION
    Minutes: Mr. Jim Gajewski and Ms. Karen Thomas of Elkins Construction are business partners with Matthew Gilbert Middle School, addressed the Board regarding Business Partners for Schools.

    Mr. Gajewski, representing the Jacksonville Chamber, and Mr. Barry Allred, expressed sentiments for the investment opportunity and mentoring to Duval students.

    Ms. Karen Thomas and Mr. Allred asked Elkins Construction to partner with Project Reach and mentor two students at Matthew Gilbert Middle School.

  3. READING PROGRAM
    Minutes: Judge Karen Cole addressed the Board regarding the Reading Program. Judge Cole distributed a flyer entitled, "Why Can't My Student Learn to Read?" and urged Board members to attend this seminar to be held on April 12, 2003, 8:30 am - 5:00 pm at the Schultz Center. All teachers are invited to attend.

  4. RECOGNITION OF PHYLLIS RENNINGER, SUPERVISOR OF PLANNING AND DEVELOPMENT
    Minutes: Since 1996, Florida Serve & Learn has presented awards to teachers and administrators who have made a significant impact on the growth of service learning in Florida.

    The Steve Tunick Award celebrates the work of Mr. Tunick and others whose strength, commitment and courage have made service learning possible for others. Mr. Tunick planted the "seeds" of Intergenerational Service Learning as a way to bring youth and elders together to help each other and their communities.

    This evening, we recognize Phyllis Renninger, Supervisor of Planning and Development, for her endless support of and dedication to service learning in Florida throughout the nation.

  5. RECOGNITION OF COLONEL JAMES BROWN, SANDALWOOD HIGH SCHOOL AIR FORCE JUNIOR ROTC SUPERVISOR
    Minutes: This evening, the Air Force Association, an independent nonprofit aerospace organization, presented a letter of commendation to Colonel Brown and the Sandalwood High School AFJROTC Unit, while the Duval County School Board also salutes the performance of the Sandalwood High School's Air Force Jr. ROTC Unit.

  6. READING POSTER PRESENTATION
    Minutes: Sidney Gilyard, a senior in the commercial arts technology program at Frank H. Peterson Academies of Technologies, designed "Frank H. Bookworm" for the school's reading program. Sidney's literacy logo is included on the Peterson Academies' Principal Choice Book of the Month poster. Additionally, Sidney designed a calendar for Peterson that is being used as a recruitment tool for the academy.

    Sidney, along with his commercial arts instructor, Mike Fuller, presented the poster and calendar to the Superintendent and calendars to the Board members.

  7. OFFICE DEPOT'S 5% BACK TO YOUR SCHOOL
    Minutes: Mr. Dave Delaney, District Sales Manager for Office Depot, presented a check in the amount of $25,222.47 to the district. This is the second largest check in the United States to be presented to a public school district. This is the third year that Office Depot's 5% Back to Your Community promotion has been in existence.

    Additionally, a commemorative plaque was presented to Superintendent Fryer by Mr. Delaney.

  8. JACKSONVILLE HOUSING AUTHORITY PARTNERSHIP
    Minutes: Mr. Randy Evans, representing the Jacksonville Housing Authority, spoke about the partnership between the Housing Authority and Duval County Public Schools. Mr. Evans touched on areas on how to increase parental involvement.

    Ms. Faye Parker, representing Public Housing, spoke on academic performance and attendance. Ms. Parker highlighted the issuance of gift certificates to students with good grades, excellent attendance and reading.

  9. REPORT ON D & F SCHOOLS
    Minutes: Dr. Levi McIntosh, Regional Superintendent, shared the design being used when they go out to make assessments in our challenged schools.

    Ms. Leila Mousa, Regional Superintendent, thanked all of our teachers, challenged schools or not, for their magnificent dedication. This commendation goes to our teachers, paraprofessionals and principals who are out there working for the students. A rubric has been developed to give us an idea as to where our challenged schools are at a particular time (a month, quarter, etc.)- which identifies certain key elements. We look at areas of low achievement, prescriptive instruction and areas of weakness. Principals must produce the safety nets that are available in the schools. Dr. McIntosh spoke of the implementation of the safety nets; the use of literacy coaches and professional development for our teachers.br>

  1. LONG BRANCH - VICKI DRAKE
    Minutes: Ms. Vicki Drake commended the faculty and students at Long Branch Elementary School. The first two days of winter break, the faculty put together an FCAT Workshop for their students. They received cooperation from the Adams Mark Hotel who donated space for this conference. Students in the 3rd, 4th and 5th grades had to submit an application as to why they wanted to attend this workshop. One of the requirements was to maintain a good discipline policy in order to attend this field trip. The students were able to spend the night at the hotel as many of them never have had an opportunity to do so.

    Ms. Martha Barrett congratulated the school and faculty regarding this field trip to the Adams Mark Hotel.

  2. BRENTWOOD ELEMENTARY - BRENDA PRIESTLY JACKSON
    Minutes: Ms. Brenda Priestly Jackson commended Brentwood Elementary School on their Volunteer Program whereby they are working with the parents to teach the prekindergarten and kindergarten children on how to read. I attended this program at the school on December 12th and the auditorium was filled with parents and all were actively participaing. The school offered incentives, held raffles and drawing features to attract parents and interested citizens to participate in this volunteer program.

  3. HEAT IN ADMINISTRATION BUILDING - KRIS BARNES
    Minutes: Ms. Kris Barnes asked staff when would the heating renovations in the administration building be complete.

    Ms. Holloway said it is anticipated to be complete within the next month.

  4. MANDARIN HIGH SCHOOL PARKING - KRIS BARNES
    Minutes: Ms. Kris Barnes said she has received numerous calls from community members at Mandarin High School complaining about the parking situation at the school. We need a solution to help the residents with this problem.

    Ms. McGlade Holloway, Assistant Superintendent for Facilities, said she will look into this concern.

  5. SCHOOL BOARD/CITY COUNCIL RETREAT - KRIS BARNES
    Minutes: Ms. Kris Barnes said that the City Council has requested a retreat with the seven Board members. The following dates are:

    January 27, 2003
    February 7, 2003
    February 10, 2003
    February 21, 2003
    February 24, 2003

    This would be an all day retreat in Jacksonville. Please get back with the Board Office or me so that we may finalize this.

  6. THE READY CHILD COALITION - KRIS BARNES
    Minutes: Ms. Kris Barnes said that the Ready Child Coalition group sent a letter requesting someone to be appointed to this entity. Dr. Wilkinson had been representing the Board. Their calendar year is June 30, 2003 and they asked her to stay on. Dr. Wilkinson can remain as part of the Coalition but since she is no longer on the Board, she can not represent us. Ms. Barnes asked the Board members to consider filling this position and to get back with her as soon as possible.

  7. DEBRA GIANOULIS DOCUMENTARY - KRIS BARNES
    Minutes: Ms. Kris Barnes mentioned that Debra Gianoulis has produced a documentary on West Riverside Elementary School entitled, "One Mind at a Time". This is a success story which will be aired on Wednesday, January 22, 2003 at 8:30 p.m. and, again, on Saturday, January 25, 2003 at 11:00 a.m.
