  1. COMMENTS FROM AUDIENCE
    Minutes: Ms. Cheryl Parker - has a son in first grade at Rufus Payne Elementary School. The principal guaranteed that her son would be able to read by the end of kindergarten using the Direct Instruction curriculum. During the 2002-03 school year, the principal changed and the Direct Instruction program was replaced. A reading strategy like Direct Instruction builds confidence. Ms. Parker supports this program and urged the Board to keep this curriculum at the school.

    Ms. Patricia Colbert, PTA and SAC Chair at Norwood Elementary School, brought a petition in favor of keeping the Direct Instruction program. Ms. Colbert is formerly from California and her child, in four months, was reading on and above grade level with this curriculum. Our principal, Mr. Gilmore, will be retiring this summer and we request a principal who would support the Direct Instruction program.

    Ms. Julia Monique Menefee, supporter of Direct Instruction, has a son at Rutledge Pearson Elementary (formerly from Connecticut), PTA president. Ms. Menefee's son's achievements are attributed to is early reading instruction through the Direct Instruction program.

    Ms. Lisa Rahaman, children attend Oceanway Elementary and they are a military family having moved several times over the past ten years. Ms. Rahaman's son is reading in kindergarten and supports the Direct Instruction curriculum. Please keep this program as it truly works.

    Ms. Sharon Tyus said that she was not impressed with her daughter's progress in kindergarten and decided to home school her. She then heard about the Direct Instruction program at Oceanway Elementary and enrolled her daughter. This program is amazing and Ms. Tyus urges the Board to keep this curriculum.

    Ms. Estrella Mitchell, kindergarten teacher at Oceanway Elementary and has taught there for 35 years with 43 of overall teaching (15th year as a kindergarten teacher). Direct Instruction leads all the other reading programs that I've seen over the years. Ms. Mitchell urged the Board to allow this program to remain as it is a good safety net tool.

    Ms. Alice Sapp, has taught school since 1968 and presently teaches at Martin Luther King Elementary. Ms. Sapp is a supporter of the Direct Instruction program.

    Ms. Bridget Coyne, lead teacher and in support of Direct Instruction at Highlands Elementary. In a study of Direct Instruction students versus non Direct Instruction students, DI students outscore their counterparts. (Distributed material). We need to replace our retiring principal with one that supports this program.

    Reverend Bruce Havens, pastor, spoke on behalf of ICARE and the successful implementation of Direct Instruction; a passion for all students to achieve excellence in reading. I represent a broad and diverse group - ICARE listens.

    Reverend Rene Evans, pastor, offered a prayer...our children need prayers.

    Ms. Hope McMath, director, Arts for a Complete Coalition, funding issue on the state level. The arts are very important in a complete education...ties into all curriculum areas.

    Mr. Calder Yates, student, claims his desire to learn; problem solving skills, math, science, english and the arts. Students are more likely to succeed with a well-rounded schedule including the arts.

    Ms. Patricia Gibney requested the School Board attorney to answer questions regarding child abuse. Family Planning corporations do not report as much as 90% of the cases of underage (16) children. We need to know what's going to happen. Ms. Gibney distributed material concerning Florida Statutes pertaining child abuse. (Refer to LaShonda Dawkins).

    Ms. Shelia Andrews asked when would her wishes be respected concerning others coming in contact with her child? Ms. Andrews gave pertinent instructions regarding her son and they were ignored. That person violated her request and told her child not to tell her. What can be done about this? Regional Superintendent Ed Pratt-Dannals addressed this issue with Ms. Andrews privately.

    Ms. Catherine Holten, 4th grade teacher at Wayman Academy of the Arts, spoke about their principal being their leader and that the faculty and staff provide the best learning environment for the students.

    Ms. Mary Wright, principal at Sally Mathis Elementary, said that good instruction breeds good results. We focus on all areas around literacy. We became an America's Choice school (best practices) - Early Literacy Learning Model - all best practices; reading recovery; Read 180 - seen phenomenal growth.

    Mr. Mark Griffin, Chairman of the Board, Wayman Academy of the Arts - thanked the Board for approving their application. Our enrollment keeps climbing. Ms. Griffin urged the Board to consider their renewal application and the renewal process for a minimum of 5 years.

    Ms. Brenda Whaley has a son in 3rd grade at Wayman Academy of the Arts. His strengths are evident at Wayman; supports this charter school.

    Mr. Daryl Thomas, student at Wayman Academy of the Arts, said that this schools has helped him control his attitude and behavior. The teachers readily help students with reading, FCAT and attitude.

    Minutes: Ms. Tracy Scott, PTA president, mentioned just returning from Tallahassee about two hours ago (meeting with legislators); Leadership Conference will be held on April 30, 2003, 9:00 - 1:30 pm, at the Schultz Center; PTA Florida Bulletin highlighted at Woodland Acres; Juanita Jones is ending her term; challenged schools - give help through your local PTA's.

    Ms. Rachel Raneri, DAC Chairman, said that the district SAC has almost 100% attendance; 2004-05 Draft Calendar; Mr. Ed Pratt-Dannals, Regional Superintendent described the redesign of the principal selection; Alonzo Batson highlighted the Early College High School Program. The next DAC meeting will discuss Project Reach and challenged schools on Monday, April 14, 2003, 6:30 pm, 6th floor conference room. A special thanks to the Board staff!

    Minutes: West Riverside Elementary School was recognized for being named one of Florida's top 20 High-Achieving Schools.

  7. PRESENTATION OF PLAQUE BY UNF
    Minutes: The University of North Florida (UNF) presented a Companion Plaque to the Duval County School Board in recognition of the 2003 Distinguished Program in Teacher Education Award for UNF's work with the Urban Professional Development Schools.

  8. REPORT BY PLANNING AND DEVELOPMENT ON EXTERNAL FUNDING
    Minutes: Mr. Tim Ballentine, Director of Research and Evaluatin and Ms. Phyllis Renninger, Director of Grants, made an informational presentation to the Board regarding Planning and Development on External Funding. (See Attachment in the Appendix to the Minutes)

  1. RUNNING OF THE LOTTERY - ROUNDS
    Minutes: Ms. Rounds had a question about process of the lottery.

    Dr. Sally Hague, Director, Magnet Programs, said they have completed processing over 11,000 applications and will run the lottery Friday night (April 4th). They will be mailing letters on Monday and/or Tuesday of next week.

    Ms. Rounds thanked Dr. Hague and her staff for their dedication to this program.

  2. SUMMER SCHOOL - BARNES
    Minutes: Ms. Barnes reminded the listening audience that there will be no summer school this summer. Some high school students still think this won't really happen...so work hard! There is only one more 9 week grading period left for this school year...students need to work hard and be successful!

  3. PROFESSIONAL DEVELOPMENT - BARNES
    Minutes: Ms. Barnes deferred this item until the May meeting.

    Board Appreciation Day - on April 14, the Board will meet with four college presidents and the Director of the University of Phoenix - visiting different departments. We do appreciate everyone!

  6. EDDY AWARDS - BARRETT
    Minutes: Ms. Barrett congratulated all teachers! Ms. Barrett reminded other Board members about the Eddy Awards which will be held this Thursday night (April 3), 6:00 pm at the Times Union Center. All teachers are winners and they are all very special!

  7. DUVAL COUNTY COUNCIL OF PTAS - DRAKE
    Minutes: Ms. Drake commented that Woodland Acres was highlighted in a recent bulletin and an article about the Duval County Council of PTA's and the housing authority. Ms. Drake commended the Council for their dedication and hard work.

    Ms. Drake mentioned Mr. Johnson's honor of being inducted into the Bob Hayes Hall of Fame the other night. We are so very proud of our fellow Board member!

  8. AUTISM MONTH - ROUNDS
    Minutes: Ms. Rounds saluted Mr. Lane at Pinedale Exceptional Center and commented that this is Autism Awareness Month...celebrating all children with special needs!

  9. NATIONAL BOARD CERTIFIED TEACHERS - BRONER
    Minutes: Ms. Broner reminded and invited the Board and staff about the reception for the National Board Certified Teachers that will take place at 5:00 p.m., May 6th on the lawn outside the Board room.

    Minutes: Concerning the Bob Hayes' Annual Track Meet, Mr. Johnson said this was the first one Bob Hayes did not attend as he recently passed away. Raines High School hosted this event and we had a great activity. The committee was led by James Day and he swwears that it can get even better.

    Superintendent John Fryer thanked the Board and looks forward to working with them for several more years.

    LaShanda Dawkins, Executive Director for Policies and Compliance, has returned from maternity leave - welcome back!
