ATTENDANCE AT THIS REGULAR MEETING OF THE DUVAL COUNTY SCHOOL BOARD with six Board members present, Ms. Martha Barrett attending via teleconference, John C. Fryer, Jr., Superintendent of Schools and Derrel Chatmon, Assistant General Counsel, were present.

Minutes: The Chairman called the meeting to order at 6:00 p.m.
The Chairman announced that the order of the meeting will be changed with presentations first due to the large number of people attending for those awards.

Minutes: Ms. Doreen O'Toole, Educational Director for Cultural Council of Greater Jacksonville and represented a new arts education group in Jacksonville. Ms. O'Toole spoke about the arts and dispersed information about the program.
Ms. Rose Nettles, parent of a recent graduate,praised her daughter's teachers; spoke about the FCAT scores and students' successes.
Mr. John Meeks, alternative representative at Mayport Middle School. Mr. Meeks attended Mayport as a student and is now serving as a teacher.
Ms. Sandra Marshall spoke about paraprofessionals...we assist and teach; we're here for the students; Ms. Marshall urged the Board to not rid the schools of paras in order to balance the budget. Please find another solution.
Ms. Nanci Bischof spoke about the reduction in force (RIF) concerning paraprofessionals; please work this out in your budget.
Ms. Dawn Armstrong spoke about paraprofessionals - please keep us.
Mr. Melvin Marshall spoke about his beginning career; being a guidance counselor; serving in 29 different schools in this district; retired last year but is willing to return full time. Please consider Mr. Marshall's application for continued service to our students.
Mr. Ephraim Riggins has a daughter that graduated from Kirby smith Middle School and has been accepted at Lee High School in the magnet program. We need transportation for these students in order for them to continue in their field. Both Mr. and Mrs. Riggins are pharmacists and they feel that education is the number one priority. Please consider transportation to Lee High School.
Ms. Patricia Gibney stated that the Duval County School Board may be sued because of a "sting" operation. Ms. Gibney asked that the School Board attorney answer questions concerning sex education and who provides this material to the public schools. Are you breaking the law?

Mr. Jim Koivisto spoke about donating $1.00 on your electric bill to education; went through the channels through City Council, etc. JEA was a bit sensitive at first. We need 50,000 signatures - Music, Art, Technology, Scholarships - whatever we see as needed. Mr. Koivisto will speak at a workshop with the Board, JEA representatives and City Council members.
Ms. Barnes asked all paraprofessionals in the audience to stand and be recognized.

Minutes: Ms. Tracy Scott, outgoing PTA president, stated that Duval County has the largest number of PTA members in the state of Florida; Superintendent's Award around the state; thanked the Board for their video message regarding the Presidents and Principals Luncheon - we missed you! Thanked the Board for their passion and commitment. Thanked the Sueprintendent for including parents; challenged parents for getting involved in their children's education. Ms. Scott introduced the new incoming president - Reta Russell-Houghton.
Superintendent Fryer introduced Peggy Williams as the new General Director I, Leadership Development and Dr. Deirdra Sutton, as the new Director I, Elementary Programs.
Ms. Rachel Raneri, District Advisory Council Chairman, spoke about the Jacksonville Urban Systemic Summer Camp - math, science, technology, etc. at UNF. DAC is taking a break and will not meet this summer; we're waiting to hear from Tallahassee concerning the budget. Our next meeting will be held on August 4th, 6:30 p.m., 6th floor conference room. Ms. Raneri said she will be working with Dr. Frances Powell, Board Liaison, this summer on training and developing the handbook. We'll be holding the training regionally and we welcome Board members to participate. We're not an endorsing body and we're working with Jim Koivisto.

Minutes: Ms. Terrie Brady, Duval Teachers United president, said that summer vacation has begun! We're concerned about the potential reduction in force (RIF) and surplussing. Several years ago, the para contract was restructured; all paras work 80% of their time with students; they are one of the lowest paid groups in the school system. 156 paras have been placed on the surplus list; 20-30 will be replaced; other may be let go entirely. We look forward to an exciting summer!

- DR. CHARLES H. CLINE AUDITORIUM
Minutes: In an effort to honor this noble man and to celebrate the outstanding accomplishments he has brought to this school district, the Duval County School Board has accepted the recommendation to rename the First Floor Board Room, the Dr. Charles H. Cline Auditorium.
The Superintendent additionally recognized Dr. Jon Thompson, Regional Superintendent, for his outstanding accomplishments and dedication to this school system. Dr. Thompson will also be retiring on June 30th.
- NEWSWEEK'S BEST PUBLIC HIGH SCHOOLS
Minutes: For the "Newsweek" rating, public schools are ranked based on a ratio called the "Challenge Index", which takes into account the number of Advanced Placement or International Baccalaureate tests taken by all students at a school in 2002 and divides by the number of graduating seniors.
Duval County Public Schools is also the only school district in the nation with two top 10 selections, and, that's not all. Douglas Anderson School of the Arts ranked 511 and Mandarin High School ranked 733. These schools represent the top 4% of al American public high schools in the nation.
Stanton College Preparatory School and Paxon School for Advanced Studies were recently ranked as the second and third best public high schools in the country ny Newsweek's Magazine Annual High School Survey.
Tonight, we celebrate the successes of Stanton, Paxon, Douglas Anderson and Mandarin's administration, faculty, staff and students for being the best examples of hard work, commitment and academic excellence.

- BEST IN SHOW FOR GREEK DERIVATIES
Minutes: At the 54th Annual State Latin Forum held in Orlando this past March, a recent Stanton College Preparatory Graduate achieved a remarkable accomplishment earning a "Best in Show" for Greek derivatives.
Vicki Trivedi is one of only 11 students to receive this hnor from among 1,000 students who participated in the compentition, demonstrating her understanding of English words that are derived from Greek. We congratulate Vicki on her outstanding performance at the State Latin Forum and wish her great success in her college endeavors.
