ATTENDANCE AT THIS REGULAR MEETING OF THE DUVAL COUNTY SCHOOL BOARD. Mr. John C. Fryer, Jr., Superintendent of Schools, and Ms. Karen Chastain, Assistant General Counsel, were present.

    Minutes: Ms. Pam Wedenfeller, representing Terry Parker's Band Parents, addressed the out-of-country field trip to the Bahamas during spring break, 2003.

    Ms. Sheila Andrews requested information concerning the Parent Involvement Policy; FCAT in grades 3-5; and asked for a response to her many phone calls and correspondence.

    Mr. Mike Hazelton, lead petitioner with School for Integrated Academics. Ms. Hazelton requested a continuance of action for some unique circumstances. We have formed a partnership with Jacksonville Job Corps Center which represents approximately 200-300 students. Most of these students are not presently enrolled in a high school diploma program. This charter petition will place these students in a high school diploma program next year. We have a charter, students and community support and ask for your consideration.

    Mr. Amoran and Mr. Jerry Flakus, represented the Jacksonville Job Corps Center, requested a continuance as did Mr. Hazelton. They asked for the Board's consideration.

    Ms. Ann Hunt spoke about the curriculum requirements for graduation in 1999 at Douglas Anderson where he son attends school. The Pupil Progression Plan showed a "+1" requirement which included Advanced Technology. The district is now telling us that our son lacks a credit for graduation next spring and according to the Pupil Progression Plan, he has satisfactorily met those requirements.

    Ms. Valerie Britt, volunteer with Citizen Consulting for Land Use and Zoning (CCLUZ). Ms. Britt spoke about a growth management issue. About 5 1/2 months ago, Governor Bush signed into law a requirement that a School Board designated representative would sit on the city's or each jurisdiction's local planning agency. Ms. Britt is very much in support of this. This law requires that the existing local planning agency has seated on that local planning agency - your representative. There was a slight misunderstanding initially. You were directed to designate someone to sit on the planning commission which is an entirely different body at this point. The state statute says that you are to appoint someone to sit on the local planning agency. Whatever the city government does over time and whatever body that may happen to be, a resolution that indicates that that person will actually sit on the real local planning agency would put that law into effect. You did appoint a quite capable person to serve on that body, however, there's a loop hole/glitch. There is a code in the City Ordinances that governs the Planning Commission and that doesn't allow anyone from the School Board to sit on it. There is a state law that does enable your representative to sit on the Local Planning Agency. The Local Planning Agency is not the Planning Commission. Ms. Britt stated that she's very much in support of the state statute and the change of the Growth Management Act that begins that first very important step to begin to plan for the whole city in terms of what our future will look like for our children and schools.

    Ms. Virginia Ford asked for assistance with her grandchildren. Ms. Ford has a grandson in the exceptional education program and is having difficulty in gaining success. She also has a grandaughter who is attending one of our "F" schools and is not succeeding. Please help!

    Mr. Freeman Robinson stated that the Duval County school system is failing to teach black students their culture and heritage.

  1. RECOGNITION OF STUDENT FINALISTS AND TEACHER FOR CONSERVATION OF NATURAL RESOURCES ESSAY COMPETITIO
    Minutes: Certificates of Recognition were presented to four student finalists and one teacher for their participation in the Conservation of Natural Resources Essay Competition sponsored by Board Member Linda Sparks. Each person was awarded a $50.00 cash prize. The winners are:

  1. SUMMER SCHOOL - BARNES
    Minutes: Ms. Barnes spoke about advertising on city buses which would be an excellent way to let the community become aware about summer school. We need to have the Florida Times-Union to do articles in the newspaper addressing this issue and stating what the requirements will be in order for students to attend summer school.
  2. SRO'S - BARNES
    Minutes: Ms. Barnes mentioned that, generally, the School Resource Officers are not at the schools on Fridays which is, for the schools, one of the worst times. Additionally, they are pulled away from the schools for "truancy sweeps". These SRO's are really needed to be on the campuses of the schools all the time. Do we have a written agreement with the police department? How much are we paying for this? What is our agreement? What is the expectation of those SRO's?

    Minutes: Mrs. Sparks and Mrs. Gibson reflected on their roles for the past 8 years and 12 years, respectively, serving on the Duval County School Board.
  5. OPENING OF DON BREWER - NOVEMBER 24, 2002 - 2:00 PM - BARRETT
    Minutes: Ms. Barrett invited all Board members to the opening of the Don Brewer Elementary School on Sunday, November 24, 2002, 2:00 p.m., at the school. Many community leaders will be attending this celebration because Don Brewer was extremely respected in this community.
  6. LEADERSHIP JACKSONVILLE DISCUSSION PANEL ON EDUCATION - NOVEMBER 14, 2002, AT 10:00 P.M. - BARRETT
    Minutes: Ms. Barrett encouraged all Board members to attend the Leadership Jacksonville Discussion Panel on Education (only 30 minutes) - November 14, 2002 at 10:00 a.m.
  7. SABAL PALM ELEMENTARY - BARRETT
    Minutes: Ms. Barrett stated that a meeting was held between Regional Superintendent, Ed Pratt-Dannals, the principal, Janet Campbell, Karen Kuhlmann and myself on October 29, 2002, to discuss the situation in this area due to more building/growth. We're looking at all aspects for future growth; we're on target.
  8. DECEMBER 3, 2002, REGULAR BOARD MEETING - BARNES
    Minutes: Due to the fact the the entire Board will be attending a Florida School Boards Association's 57th Annual Joint Conference in Tampa, Florida, we will be moving our regularly scheduled December Board meeting from Tuesday, December 3rd to Monday, December 2, 2002 at 6:00 p.m.
  9. CITY BUS ADVERTISING - SUMMER SCHOOL - BARNES
    Minutes: This item was discussed earlier in the meeting during the summer school conversation by Ms. Barnes.

    Minutes: Chairman Johnson presented Ms. Gibson, Ms. Sparks and Dr. Wilkinson with a beautiful plaque displaying their years of service on the Board. He thanked them for their dedication and leadership to our students, teachers and community and bid them farewell as they reached their term limits.

    Ms. Barnes said that the existing Board members are looking forward to working with Ms. Nancy Broner, District 2 and whomever wins their race in Districts 4 and 6 tonight.
