  1. COMMENTS FROM AUDIENCE
    Minutes: Ms. Violet Dubberly asked the Superintendent why the pledge allegiance to the flag has been taken out of our public schools? Ms. Dubberly wanted to bring this to the attention of our Superintendent and Board. Superintendent John Fryer said he was not aware that this was happening and he would look into this matter immediately.

    Ms. Sheila Andrews spoke about parent conferences. The school handbook encourages communication between the home and school, thereby, parent conferences are necessary. Ms. Andrews is receiving a negative attitude in trying to set up a conference with her child's teacher(s). The Superintendent said he would follow up on this request.

    Ms. Patricia Gibney inquired about what the teachers are allowed to report in child abuse cases. Is there a pamphlet? Dr. Nancy Snyder spoke privately with Ms. Gibney.

    Mr. John Turner addressed unclean restrooms at Mandarin High School. They are in need of major repair in order to work properly. Additionally, many of the bathrooms are locked and there is a student body of approximately 2,100 students. All school restrooms should be in an orderly fashion and need to be inspected by the close of school tomorrow. Are procedures being followed? The Superintendent stated that each principal and custodian are required to sign-off on such matters. Regional Superintendent Elaine Mann said that the principal and head custodian at Mandarin High School recently took her on a tour and found that most of the restrooms were cleaner than expected with only one as substandard. The reasons for some of the restrooms being locked is for safety reasons.

    Ms. Regina Gullman, concerned parent, spoke about the bus driver on First Student Bus #82 - he is most unprofessional; yells and swears at the students. Ms. Gullman has a 5 year old on the bus; the driver pulls away with many children still standing; bus overcrowded and transportation will not return her calls. The Superintendent said he would check on this immediately.

  1. COMMENTS FROM PARENT ORGANIZATIONS
    Minutes: Ms. Reta Russell-Houghton, PTA president, mentioned having attended several Open Houses recently; there are wonderful things happening all over Duval County; Fall Leadership Conference is this Thursday, September 4, 9:15 am at the Schultz Center and it's free. Ms. Russell-Houghton commented about how smooth the opening of school was this year compared to many years past.

    Ms. Rachel Raneri, District Advisory Council Chairman, mentioned that the School Advisory Council (SAC) Handbooks are here and along with them are sample School By-Laws; training is scheduled for the very near future; there is new criteria for the Five School Award; September 15 is the next DAC meeting, 6:30 p.m. in the 6th floor conference room; all Board members, Regionals and/or staff are invited and encouraged to attend any of these open meetings...we welcome your attendance.

  1. COMMENTS FROM EMPLOYEE ORGANIZATIONS
    Minutes: Ms. Terrie Brady, Duval Teachers United president, spoke about reality checks during the last 30 days; paras were riffed, the largest number of surplussing in the schools; employees are seeing freezes in their supply accounts; non-core teachers are being surplussed; many of our vocational teachers will be riffed; we are still spending dollars on non-essential items; telephones, beepers; every single item needs to be examined; accolades to Stephen Bright and his staff in the Budget Office. Use instruction time wisely - we extended the kindergarten day and implemented an Early Literacy Program - not enough time during the day to cover all that is expected; time is crucial to instruction; the classroom has not been protected; proposal to alleviate teachers performing cafeteria and/or hall duty (hence, losing instructional time)to direct certificated administrators in the administration and regional offices to be placed in the schools who have lost paras and perform those duties, thus, allowing the teachers to remain in the classroom. Did You Know facts; 1,075 members in the UOPD.

  2. PRESENTATION - MANDARIN HIGH SCHOOL REEF BALL PROJECT
    Minutes: Certificates of Recognition were given to a Marine Science teacher at Mandarin High, Lex Waters, and former student, Eric Yarborough, for their efforts in restoring reef systems to a natural and productive balance. They created and deployed approximately 200 reef balls eight miles offshore from the Duval/St. Johns County line to create what will be known as the High School Reef.

  3. PRESENTATION - PLAQUE TO JERRY HOLLAND FROM BOARD MEMBERS
    Minutes: A plaque was presented to City Councilman Jerry Holland in recognition of his service to the Board as past president of City Council.

  4. REPORT - SKILLS TRAINING FOR YOUTH GRANT - CHAMBER OF COMMERCE - PAULA CHAON
    Minutes: Ms. Paula Chaon, Chamber of Commerce, gave a brief report on Skills Training for Youth Grant

    The Chamber, in partnership with WorkSource and Junior Achievement implemented an AWI grant for the Career Academies at Raines and A. Philip Randolph. The goal of the grant was to provide students with career preparation/employability skills training, expose them to business through job shadowing and place them in paid work experiences. Businesses really stepped up. Over 50 businesses signed up to participate in various components of the program. More than 200 job shadow experiences were offered and more than 130 students completed the paid work experiences. While the goal of the program was to give students a part-time work experience, 10% of students were retained in full and/or part-time positions with various companies. The Chamber is proud to support educational programs and we look forward to continuing in wuch worthwhile endeavors.

  5. REPORT - SAVE THE MUSIC FAMILY FESTIVAL - MARK FRANK, SALES MANAGER - 1029 THE POINT
    Minutes: Mr. Mark Frank, Sales Manager for Radio Station 102.9, The Point, distributed colored flyers inviting everyone to the "Save the Music Family Festival" to be held on Saturday, September 27, 3:00 - 10:00 p.m. at the University of North Florida. Please put this important date on your calendars!

  6. REPORT - FARENHEIT 451 - KRIS BARNES
    Minutes: Chairman Barnes spoke about Farenheit 451 - JAX Reads is reading this book and it goes on through the end of September. Many discussion groups are going on around town.

    Ms. Barnes also noted that fellow Board Member Jimmie Johnson will be inducted into the FAMU Sports Hall of Fame in Tallahassee this Friday, September 5, evening...what an honor!

    Minutes: Budget Concerns - Ms. Vicki Drake

    These concerns began with the last legislative session - $3000,000,000 in the hole for the state; not good for any district. Everything has been cut. We held a press conference to alert the community. We kew that our health insurance was going up; FRS contribution went up; Class Size Amendment affected us; and, we had hoped to offer our teachers a step increase. Some schools lost significant dollars because they lost students. The McKay Scholarships caused a great deficit in our district; transportation; "No Child Left Behind Act" cost our district. We're now approximately $3,000,000 in the hold and it's not going to get any better next year either. There's no relief in the next 2-4 years; freezing budgets impacts the classroom. We're a community of learners and we need to continue with professiional development to provide the best possible education to our students...hold tight!

    Motivational Speaker - Mr. Jimmie Johnson

    Dr. Freeman A. Hrabowski, president of the University of Maryland (Baltimore), did an outstanding job with our students. USI brought Dr. Hrabowski to Jacksonville and I commend Dr. Giradeau for her efforts. Dr. Hrabowski graduated college at the young age of 19. I thank USI for bringing such a talented man to our community!

    Minutes: Ms. Kris Barnes, Board Chairman, encouraged everyone to attend the "Save the Music Festival" on 9/27/03 at UNF.

    Ms. Barnes also mentioned the Willie Gary Football Classic on 9/27/03. Please take advantage of these activities going on in our great city.

    Mr. Fryer spoke about Englewood High School's FCAT grade was challenged and denied by the state. The school earned points to get the "C" and was awarded a "D". They took the FCAT early last October and did not take it in February, so the school received a lesser percentage in spite that all students passed the test...because of this, the state dropped their grade one letter...they did earn a "C". We won't let this happen again.
