A
cross-divisional team has worked on a system that
defines and effectively communicates how the Duval
County Public School (DCPS) system provides services and
resources to schools to meet the academic needs of all
students. Detailed discussions on the subject with
Superintendent Ed Pratt-Dannals and senior leadership
staff led to a rudimentary version of the "Triangle of
Support" listed on page 11. A team comprised of district
staff was pulled together to design the framework of
what eventually morphed into the
DCPS Comprehensive Student Support
System (CSSS).
Building on the
foundation of the district’s Core Beliefs and
Commitments and its Strategic Plan, the CSSS divides the
more than 160 Duval County schools into three distinct
"strands" based upon the intensity of regulatory
oversight required at the district, state and/or federal
levels:
Strand I, is composed of the
34 district schools that have received a State grade of
A, B or C on the Florida Comprehensive Assessment Test
(FCAT) and/or have achieved Adequate Yearly Progress
(AYP) for all represented sub-groups (i.e. Students with
Disabilities (SWD), English Language Learners (ELL),
racial/ethnic groups, etc.) within their schools.
Strand II, which houses the
majority of the schools within the district, represents
those schools that are in a Schools In Need of
Improvement (SINI) level status of 0 - 4 because one or
more of the school’s sub-groups failed to meet AYP for
two or more consecutive years (see Process Support
by Strands section for more details).
Those schools receiving a Florida Differentiated
Accountability (FL DA) Model designation of Prevent I or
II and Correct I are also included in this Strand.
Strand III, the highest
level of district support, groups together the
district’s 34 designated Turnaround Schools, schools
planning for or implementing Restructuring (see
Restructuring Schools Plan for more details),
non-Title I schools that received a State grade of D, as
well as schools with a FL DA Model designation of
Correct II. Turnaround Schools are district
schools that are considered academically at-risk and in
need of swift reform (see Turnaround Schools Plan
for more details).
Although all of the
district’s schools have been placed in one of these
various strands of support, it is worthy of mentioning
