Methods of Determining Student Achievement for MAP
Part I: Student Achievement
and Map Procedures for Instructional Personnel
The following criteria will
be used to identify the rank order of instructional
personnel based on measures of student achievement for
the Merit Award Program (MAP).
The district has achievement
data available on all students. In order to determine
if students in a teacher’s classroom have made gains,
the following criteria will be used.
- Only data from students enrolled in that
teacher’s classroom during the October and February
FTE survey period in the school in which they are
tested will be included in the determination. At
least 10 students in the regular ed teacher’s class
must be enrolled during both the survey periods in
order for the data to be considered. The exception
to this is Hospital/Homebound and the alternative
schools (Grand Park and M.V. Rutherford). If
appropriate FCAT data are available, they must be
used to determine student gains.
- Data from students in semester courses who
have pre and post assessments will be included in
the determination. In all cases, the attached
measures chart will be used to determine student
gains.
- A model using the Florida Department of
Education value tables will be created for district
developed tests and district administered norm
referenced tests.
- The Florida Department of Education value
tables will be used for FCAT data.
The following procedures will
be used to rank instructional personnel for the purpose
of awarding MAP performance pay.

To be eligible, teachers must
be employed by DCPS and teaching the same students
(at least 10) in the same course during both the
October and February FTE survey periods.

Teachers on extended leave
without pay during either FTE survey period will not
be eligible.

All school based teachers will
be divided into grade level groups – elementary,
middle, and high.

Each grade level group will
then be divided according to their instructional
assignment. Teachers may be included in more than
one group. Their eligibility for MAP will be based
on their ranking in whatever group they are ranked
the highest.
- Instructional personnel
who have students assigned specifically to them will
be assigned an effectiveness value based on the
State of Florida or a district developed value table
for their students. The value table structure is
based on the likelihood that student increases in
achievement levels will occur. Teachers receive
points for moving a student up a level. More points
are received when a student is increased more than
one level. Points are also awarded for maintaining
levels 2 or higher. A small number of points are
granted for students in level 5 who decrease to
level 4 and for increasing achievement of level 1
students. Points are deducted for students in
levels 4 or below who decrease in level.
- District developed
examination scores will be converted to a level
using the following table.

- A value table will then
be created for each category of teacher for which a
district developed instrument will be used.
- School wide value points
will be determined for instructional personnel who
are responsible for the entire student body such as
media specialists and guidance counselors. (If such
personnel are responsible for specific groups of
students, the scores of those students will be
used.) Using FCAT data, value points will be
determined for the entire school using the same
procedures that will be used for teachers with
assigned students. Teachers in non-core academic
areas, such as PE and Art, will be ranked through an
effectiveness value that will be determined by a
district developed value table.
- The effectiveness value
will be based on all students with pretest and
posttest achievement data. The value may be
determined using FCAT or district developed tests in
the sequence identified above.
- Due to the lateness of
receiving the FCAT, norm referenced data, and
district test data, time may not allow for immediate
corrections to the data before the end of the fiscal
year. After identifying the top 25% of the
instructional personnel including administrators for
MAP awards, if possible data corrections indicate
additional personnel may be eligible for inclusion
in the initial round of awards, MAP award money will
be encumbered for the personnel. If there are funds
remaining, the next appropriate percentage of each
group will be awarded until funds are expended (as
pertains to rounds two and three.)
