Highly Qualified Teachers

NCLB LAW

The No Child Left Behind Act (NCLB) is a federal law which mandates that all teachers (not only Title I teachers) who teach core academic areas must meet the U.S. Department of Education's “Highly Qualified” requirements by June 30, 2006.

NCLB Core Subjects:

  • English

  • Arts (Drama, Art, Music) except dance

  • Reading

  • Science

  • Language Arts

  • Foreign Language

  • Math

  • Social Sciences (History, Economics,  Geography, Civics/Government/Political Science)

Who Must be Highly Qualified?
Those who teach the above core academic areas- English, Reading Language Arts, Math, Science, Foreign Languages, Civics, Government, Economics, History, Geography and Arts (visual and performing) excluding dance- must be Highly Qualified. This includes core areas taught at the elementary level and ESE regular diploma core courses.

This law only applies to those teaching core academic areas who are listed as the “teacher of record."

Who Doesn't Need to be Highly Qualified?
If you do not teach a core academic area, as defined by NCLB, you are not subject to NCLB requirements.
If you are not responsible for issuing grades to students in core classes- you are not the "teacher of record"- you are not subject to the NCLB requirements.
 

What is a "Highly Qualified" teacher as defined by the No Child Left Behind (NCLB) Act?
Teachers teaching in core academic subjects satisfying the three satisfy three requirements basic :

  1. A bachelor’s or higher degree from an accredited or approved institution and

  2. A valid full Florida state certificate. (3-year temporary certificate in Florida is a valid full state certificate) and

  3. Subject Matter Competency for each core academic subject assigned

    • Bachelor’s or higher degree major and/or

    • Subject Content Courses as required by the Florida Department of Education and/or

    • Passing Score on Florida Subject Area Examination and/or

    • Advanced Certificates (National Board - American Board) and

    • If you are an Experienced Teacher, you may also need: H.O.U.S.S.E. High Objective, Uniform, State Standard of Evaluation Plan.

Important Information

  • This law only applies to those teaching core academic areas who are listed as the “teacher of record”. If you are not responsible for issuing grades to students of these core classes, you are not subject to the NCLB requirements.
     

  • H.O.U.S.S.E Plan cannot be used to satisfy requirements for teachers of Reading and English to Speakers of Other Languages (ESOL).
     

  • Teachers of core academic areas in dropout prevention, alternative education, juvenile justice and hospital homebound must be certified in the areas in which you are teaching by June 30, 2006 to satisfy the Highly Qualified requirement.
