Reading First is the National Initiative established to help every child in America to read on grade level by the end of third grade.  The Reading First initiative is part of the federal No Child Left Behind Act (NCLB).  Through implementation of both the adopted reading programs and the Safety Net programs, students can receive the high quality initial instruction and the immediate intensive intervention that are integral to the Reading First design.
