The school advisory council shall develop bylaws that may be reviewed by the district school board.

The bylaws of the SAC are initially ratified by a majority of if its members. The bylaws may be amended at any regular meeting of the SAC by a majority of the membership. The amendment shall become effective immediately upon passage.
