At Duval County Public Schools, we are committed to fostering a culture of continuous improvement, accountability, and professional growth for all employees. With over 12,000 staff members district-wide, every full-time employee participates in an annual evaluation process—whether instructional, administrative, or non-instructional—ensuring that expectations are clearly communicated and professional responsibilities are met at every level.
Our evaluation system serves multiple purposes:
Providing meaningful feedback that promotes professional growth and continuous learning.
Informing decisions about reappointment, contract renewal, and personnel actions.
Supporting employees in career advancement, transfer opportunities, and promotion within the district.
Aligning professional practice with state standards and district goals to maintain excellence in education and operations.
Recognizing and rewarding excellence through incentives for highly effective performance.
DCPS utilizes the Collaborative Assessment System for Teachers (CAST) for instructional staff, grounded in Charlotte Danielson’s research-based framework and aligned with the Florida Educator Accomplished Practices (FEAPs).
Key components of CAST include:
A four-tiered rubric (Highly Effective, Effective, Developing/Needs Improvement, Unsatisfactory).
Evaluation across four domains covering 22 components of professional practice.
A multi-metric system: 50% based on student growth measures, 45% on instructional or leadership practice, and 5% on an Individual Professional Development Plan.
For administrators, non-instructional personnel, and other roles, evaluation systems are tailored to role-specific standards while maintaining alignment with district priorities and professional accountability.
Evaluations are not just compliance measures—they are essential tools for reflection, feedback, and continuous improvement. Employees are encouraged to actively engage with their evaluation results as part of their professional journey.
